Beach Drive Construction Update #17

Important updates about beachfront and Beach Drive access: 

• Sidewalks remain closed on Beach Drive between 1st Street and Main Street.  
• The pedestrian crossing at Playland Parking Lot will close the week of October 20th 
• Members of the public can continue to access the beach as usual at Beach Area 1 between Second Street and Third Street, and from the Town’s Spruce Street parking lot. 

Work Completed This Week 

• Watermain work on Main Street continued. 
• Installation of the sanitary pumping station on Beach Drive at 1st Street. 
• Dewatering operations continued at 1st Street. The dewatering process removes and discharges ground water to create ideal ground conditions for pipe installation. The groundwater will temporarily discharge to a check dam on the beachfront.  
• Dewatering operations at Spruce Street wasdecommissioned and the system was dismantled. 
• Installation of the sheet piling wall along Beach Drive continued. 
• Installation of the retaining wall on the south side of Beach Drive began. 
• Storm work on Main Street continued. 
• Infrastructure investigation continued throughout project limits. 

Working Coming Up Next Week

• Road works for Spruce Street will commence. This will involve excavation and material placement. Access will be maintained; however, traffic disruptions will occur.  
• Curb preparation and installation on Spruce Street *weather permitting* 
• Electrical road crossings on Spruce Street will be installed. 
• Dewatering at 1st street will continue. The dewatering process removes and discharges ground water to create ideal ground conditions for the sanitary pump station installation. 
• Crews will continue the installation of the sheet piling wall on Beach Drive. 
• Crews will continue the installation of a retaining wall on Beach Drive. 
• Infrastructure investigation will continue throughout the project limits. 

 4 things you need to know right now:

1. Businesses remain open during construction!   
2. Access to businesses and the beachremains open!  Beach Access points in the construction zone are located at 2nd Street and Spruce Street.  
3. Sidewalk closures are now in effect.  The sidewalk on Beach Drive is now closed between 1st Street and Main Street. The beach access point at Playland Parking Lot is now closed.  
4. Your safety is our #1 priority. We’re asking all residents and visitors to keep out of fenced work areas and exercise caution while navigating the beach during this exciting phase of construction. 

WHY ARE WE DOING THIS? 

GOOD TO KNOW:

Vehicle Traffic
Motorists are reminded that they must observe and obey all traffic controls that are in place. During this phase of construction, Beach Drive between Spruce Street and 2nd Street and 1st Street will be closed to vehicular traffic. 2nd Street and 3rd Street, and the section of Beach Drive that connects them, will continue to be open. Motorists are encouraged to slow down and familiarize themselves with the new road closures and traffic control measures that are in place. A little extra care will go a long way to ensure safety for everyone 🖤

Pedestrian and Cyclist Traffic
We know you’re excited to find that perfect spot on the beach to play and watch the sun go down🖤🍦But please, SAFETY FIRST – Cyclists are reminded that they must observe and obey all traffic controls that are in place. Pedestrians are advised to take extra caution and stay out of fenced-off work areas. “Sidewalk Closed ”signage will be installed in areas that are not accessible to the public. Pedestrians must observe and obey any restrictions that are in place for their own safety. The Town and Contractor have made every effort to make as much sidewalk accessible to the public as possible.  

How will Access to my Property be Affected?
Where work is located within driveways or entrances to dwellings and/or businesses, temporary access modifications may be required. Full access will be restored as quickly as possible after the work is completed. Advanced notice of any scheduled access restrictions will be provided to the residents and businesses. We ask for your patience in such instances. Access for emergency vehicles will be maintained at all times.

Accessibility
We encourage residents with mobility limitations or other special requirements to contact the project team so their specific needs can be addressed. Due to the required work zone in the Municipal Parking Lot off of Spruce Street, some accessible parking spaces will be unavailable during this phase of construction. There are several accessible parking spaces available in other municipal lots, including at 3rd Street.

How Will My Services Be Affected?

Telephone, hydro, cable TV, sewer and gas services should not be affected by construction, barring any unforeseen circumstances. You will be notified in advance if we expect any planned interruptions to your water supply. While we will do our absolute best, unplanned interruptions to services may occur. Your patience during these transformational times is appreciated – should something unplanned or unexpected occur, the Contractor is committed to restoring services as quickly as possible.

In the event of an unplanned disruption to services, residents are asked to contact one of the representatives from the Town, Arnott Construction or Tatham that you will find listed at the end of this newsletter.

Waste Collection
If construction operations interfere with regular garbage or recycling pickup, the Contractor will collect garbage and recycling containers from the end of each driveway on collection day and transport the containers to either end of the work site where they can be picked up by the Town’s collection contractor.  Please be sure to clearly label your bins with your address so that they can be returned. Bins must be left out at the end of your driveway by no later than 7:00 a.m. on collection days. 

Safety
